He was predeceased by: his parents, James Robert, Sr. and Betty Jean Smeltzer Qualls. He is survived by: his wife Penny McDowell Qualls of Argillite; his siblings, Gregory Alan Qualls of Ashland, Michael Curtis Qualls (Charlene) of Ashland, Timothy Brian Qualls (Linda) of Pedro, Carmen Marie "Sis" Hankins (Anthony) of Ashland and Kimberly Jean Jones (Billie) of Kitts Hill, OH.; and his close friend Gary Love. He is also survived by many nieces, nephews, co-workers and good friends.
