He was predeceased by: his parents, Joseph Henry Charles Sr. and Eula McClure Charles; his wife Lucy Calhoun Charles; and his siblings, Vernon Charles, Sally Cromwell and Edna Belle Harper.
He is survived by: his children, Joe Charles (Ginger) of Ashland, Mary Charles Neill (Jeff) of Ashland and Cathy Charles Sparks (Mike) of Ashland; his grandchildren, Sarah Holbrook (Jeremy), Laura Ferguson (Anthony), Jeffrey Neill (Destiny), Joel Sparks (Tori), Rachel Poarch (Jeff) and Timothy Neill (Katie); and his great grandchildren, Katelyn Ferguson, Mya Ferguson, Carson Holbrook, Lucy Ferguson, Andrew Neill, Dylan Holbrook, Jeffrey Thomas Neill, III and Dominic Sparks.
Due to the going Covid 19 pandemic, a private service will be held under the direction of Steen Funeral Home Central Avenue Chapel by Pastor Steve Harris.
In lieu of flowers, donations in Joe's memory may be made to Community Hospice, 1480 Carter Avenue, Ashland, KY 41101.
