He was predeceased by: his parents, Ernest Phelps and Elma Hale Phelps; and his brothers, Dave Phelps and Bob Phelps. He is survived by: his son Jeff Phelps (Lisa) of Catlettsburg; and his siblings, Chuck Phelps (Charlotte) of Seffner, FL, Steve Phelps (Annette) of Crofton, MD and June Catherine Phelps of Nitro, WV. He is also survived by nieces, nephews and two very close friends.
