It is with great sadness that we announce the death of Garland R Oliver of Catlettsburg, Kentucky, who passed away on September 17, 2022, at the age of 89, leaving to mourn family and friends. He is survived by : his daughter Phoebe Ann Cogan of Round Rock, TX; his grandchildren, Michael David Cogan and Jasmine Bree Cogan; his siblings, Winston Albert Oliver (Vickie) of Eaton, OH and Lola Florence Sparks of Portsmouth, OH; his wife Pearl Cooper Oliver; his siblings, Jerry Ralph Oliver, William Manuel Oliver, Onnie Violet Ison and Viola Marie Brown; and his brothers-in-law, Hedguel B. Sparks, Walter R. Watson and Allie-Lee Brown. He is also survived by many extended family members and friends.
