She is survived by: her son John Phillip Waits; her grandson John Willis Waits; her sister Melody Lee Burke; her nephews, Thomas Glenn Ward and Ryan Daniel Burke; the father of her child John Wayne Waits; her close friends, Latricia King, Phillip Cherry, Bill Paige and Lauren Claypool; and her pet Ogee. She is also survived by family, her legal colleagues, her friends.
In lieu of flowers, donations in Penny's name can be made to the Cedar Lake Lodge.
