He was predeceased by : his parents, William Halbert and Loueasie Howell Halbert; his wife Madge Hall Halbert; his children, James Franklin Goines, Francis Omega Goines and Donald David Halbert; and his siblings, Howard Halbert and Roszella Lewis.
He is survived by : his children, Rhonda Paulette Hall of McDowell, Anthony Halbert (Barbara) of Charlotte, Angela Reynard (Shawn) of North Manchester and Linda Carroll of Pike County, Kentucky; his adoptive daughter Kimberly Fraley; and his great grandchild Host of Family.
