He was predeceased by: his parents, John I. Garrett and Virginia Mays Garrett; and his siblings, William Garrett, Frances Brock and Wanda Sue Humbert.
He is survived by: his wife Cindy Carol Barger Garrett of Richmond; his daughters, Clarissia Willoughby (Cliff) of Mt. Vernon, KY, Lindsay Sellers, Virginia Harvey (David) of Richmond and Amanda Garrett (Brandon De) of Richmond; his grandchildren, John Clay Willoughby (Megan L.), Megan Willoughby (Tanner Osborne), Jaden Willoughby, Amber Harvey and Emma Harvey; and his great grandchildren, Gracie Brown, Abby Ferguson, Mandalynn Osborne and Dawson Willoughby. He is also survived by several nieces and nephews.
