He was predeceased by : his parents, Joseph "Conrage" and Mary LaCour Balthazar; his wife Nora Lee Roque Balthazar "Boonie" of Natchitoches; his siblings, Zenobia "ToTo" LaCour (Earnest LaCour), Maxine Flournoy (Leon Flournoy, Sr.) and John "Will" Rachal; his siblings-in-law, Annie Mae Bernestine, Jesweater Metoyer, Loretta Roque, Linda Rachal, Gerard Bernestine, Albert Bernestine and Joseph L. Roque, Sr.; and his cousin Elizabeth LaCour.
He is survived by : his stepdaughter Angie; his children, Joseph "Joey" C. Balthazar, III and Angela Balthazar Vaughn (Leon K. Vaughn); his grandsons, Paul Balthazar, Leon K. Vaughn, II and Austin B. Vaughn (Sarah); his great grandchildren, Thamerin Balthazar and Livie Marie Vaughn; his brother Herbert "Bo" Rachal; and his sisters-in-law, Elizabeth Bernestine and Theresa Norman.
