She was predeceased by: her parents, Raymond Frazier and Evabelle Frazier; and her son Ricky Joseph Smith. She is survived by: her husband Albert 'Sonny Starkey; her daughters, Joy Sue Winburn (Chester) and Cynthia Smith Boe' (Kirk); her sisters, Nancy 'Billie Dunhurst (Charles) and Bette Mae Whisler; her grandchildren, Ricky Winburn (Mindy), Ches Winburn (Kayla), Ashley Boe Belanger (Wesley) and Nicole Boe Howell (Christopher); and her great grandchildren, Caroline Winburn, Christian Winburn, Madelyn Winburn and Elliana Howell. She is also survived by four nephews.
In lieu of flowers the family has established the Mitsie Starkey Memorial Scholarship to benefit a student athlete at Springfield High School.
