Milligan of East New Market, Maryland, born in Vienna, Maryland, who passed away on July 14, 2021, at the age of 82, leaving to mourn family and friends. He was predeceased by : his parents, Calvin E. Milligan and Sarah Calloway Milligan; his wife Ann Morean; and his siblings, Harry Milligan, John Milligan, Sally Fritzsche and Helen Myers.

He is survived by : his children, Ronnie Milligan (Sydney) of Cambridge and Kathy Milligan of Preston; his grandchildren, Clay, Breanna and Brooke Milligan; and his siblings, Shirley Bailey (Ray) of Mardela Springs, Margaret English (Donnie) of Trappe, Calvin Milligan (Natalie) of Easton, Jeanie Wallace of Cordova and Robert Milligan of Cambridge. He is also survived by several nieces and nephews.
