He was predeceased by: his parents, Wilbur K. Parks and Helen M. Parks; and his grandson Ryan Wilbur Hartline. He is survived by: his wife Jo Neal Parks; his daughters, Celeste Becker of Pasadena and Kimberly Hubbard of Glen Burnie; his sisters, Daranda Sherman of Baltimore and Barbara McNeal of Baltimore; and his grandson Austin Ryan Becker.
