He was predeceased by: his parents, Thomas B. Sr. Simmons and Katherine Pennypacker Simmons; and his stepmother Pauline Simmons. He is survived by: his wife Anne Hickman Williams; his children, Sally Bitter of Chestertown, MD and Andy Simmons (Donna) of Still Pond, MD; his grandchildren, Brandon, Daniel (Stephanie), Ryan Bitter (Nevada), Nathan and Danielle Simmons; and his great grandchildren, Alexandria, Grayson, Bella and Merritt.
