He was predeceased by : his parents, Roger Balcer and Maryanne Balcer (Kowalski); his parents-in-law, Robert and Charlene Horn, Sr.; and his sisters-in-law, Julie Horn and Kathy Eichinger.

He is survived by : his wife Jean M. Horn; his sons, Zackary and Isaac; his brothers, Matt (Wendy), Mark (Mary) and Vince Balcer (Regan); his nieces and nephews, Keely, Noah Balcer, Jacob, Rebecca, Hunter Horn, Cari Dulan and Catherine Petrie (Kollin); and his brothers-in-law, Bob, David and Jim Horn.
