He was predeceased by: his parents, Russell Lee Sr. and Genevra Ruggles Sr.; his son Greg Voss; and his sisters, Katherine Strawbridge and Charlotte Barrow.

He is survived by: his wife Peggy Elaine Ruggles of Manistique, MI; and his children, Allen Ruggles (Stacey) of Manistique and Beth Ann Kirchner (Dave) of Tomah, WI.. He is also survived by grandchildren and six great grandchildren.

Memorial Donations may be forwarded to the family for future designation.
