He was loved and cherished by many people including: his wife Ruth Jean Fulkerson; his parents, George Fulkerson and Octavia Fulkerson; his children, Tavi Fulkerson-Hampton and Derek Joseph Fulkerson; his grandchildren, Jeffrey Allen Fulkerson and Georgia Ruth Hampton; and his sisters, Opal, Ruby and Verda. He was also cherished by six brothers and four sisters.
