He was predeceased by: his parents, Jesse Edwin and Mildred Marie Johnson Phelps; and his wife Karen Ann Armstrong. He is survived by: his children, Scott Phelps (Flo) of Cedar Rapids, IA, Brad Phelps (Holly) of Edina, MO, Rex Phelps (Tora) of Cedar Rapids, IA, Jesse Phelps of Arkansas and Josh Phelps of Arkansas; and his brother Dick Dykes of Knoxville, TN. He is also survived by several grandchildren and great grandchildren.
