He was predeceased by: his parents, Gladys Harper, Sr. (Baggett) and Charles Harper; and his former wife Joyce Elaine Harper (Stoner). He is survived by: his wife Lois Harper (White) of Owensville; his daughter Andrea Sanders (Ivan) of Milam, Texas; his granddaughter Talia Tiepelman (Jeff) of St. Louis; and his stepgranddaughter Elizabeth Sanders of Milam. He is also survived by four great-grandchildren.
Memorials may be given to the Wounded Warriors Project in Charles Harper's name.
