He was predeceased by: his parents, Charles Thomas and Marcella Rebecca Phillips (Shepard). He is survived by: his children, Charles W. Phillips, Cindy Gail (David) of Sedalia, Cathy D. Parker of Sedalia and Christe Jackson of Sedalia; and his sister Linda Dear (Chuck) of Arizona. He is also survived by five granddaughters and three great-grandsons.
