He was predeceased by: his parents, Thomas Ray Ratts and Charlotte Beatrice Sheilds Ratts; and his brothers, Jack Leon Ratts (Rosemarie) and Bruce Wayne Ratts (Frances). He is survived by: his wife Effie Mae Snipes; and his children, Mark Ratts of Finchville, KY and Elizabeth Ratts of Winnabow, NC.. He is also survived by numerous nieces and nephews.
