He was predeceased by: his parents, Joe Thomas Woodley, Sr. and Marie Phelps Woodley; and his siblings, Della, Floyd and Steven.
He is survived by: his children, Amanda Woodley Douglas of Rockingham, Heather Woodley Smith (Jason) of Rockingham and Eric Fooks (Retha) of Edenton; and his sister Glenda Barnes of Creswell. He is also survived by 11 grandchildren.
