He was loved and cherished by many people including: his wife Irene Small; his children, Leroy Small Jr. of New York and Joan Small of New York; his stepdaughter Michele Lovelace of New York; and his sister Ann Lewis of California. He was also cherished by six grandchildren; two step-grandchildren; and several great-grandchildren.
