He was predeceased by: his parents, Joseph Eli Starnes and Ruby Robena Frye Starnes; and his sister Diane Kilgore. He is survived by: his significant other Rosalyn Garase; his children, Wesley Starnes (Cathy), Von Starnes (Jamie), Sonya Starnes, Lara Keller (Steve) and Charles Garase (Elizabeth); his grandchildren, Bradley Pendleton, Adam Starnes (Jennifer), Josh Mecimore (Katie), Caroline Starnes, Jessica Ford (Todd), Jacob Keller, Madison Garase and Savannah Garase; his great grandchildren, Parker Mecimore, Brady Starnes and Aida Starnes; and his sister Dorothy Honeycutt (Junior).
