He was predeceased by: his parents, Paul Bailey and Lois Fox Bailey; and his wife Linda Isenhour Bailey. He is survived by: his daughter Gay B. Ball (late Norman) of Summerfield Sandy; his siblings, William E. Bailey Sr. (Ruth) of Claremont and Francies Bailey Lafone (late Donald) of Conover; his grandchildren, Dustin Ball, Rob Miller, Chad Miller and Kenneth W. Bailey; his great grandchildren, Kristina-Faye Ball, April Ball, Tyler Ball and Olivia Miller; and his grandson Robert W. Miller.
