He is survived by: his wife Katherine Victoria "Vicki" Howard; his children, Marva (Edward Wetherington) and Oscar Jr. (Lisa Howard); his siblings, Paul Howard of Clarksville, Leslie Howard of Trenton, Etta Mae Dixon of Snow Hill and Elaine Sanders of Parkersburg; and his grandchildren, Jessica (John Kinnett), Christopher (Allie Wetherington), Stormy (David Smith), Laura (Travis Edwards) and Emily Howard.
