He is survived by: his mother Lizzie Locklear Bullard of Laurinburg; his daughters, Terri Michelle Tyler of Pembroke and Tara Locklear of Laurinburg; his siblings, Efferage Penny, Jr. (Cynthia) of Laurinburg, Johnnie Penny (Renee Hatcher) of Maxton and Judy Lynn Penny of Laurinburg; and his grandchildren, Brittany Tyler, Christian Tyler, Isiah Locklear, Leah Locklear and Imani Monroe.
