He was predeceased by: his parents, Linwood Paul Outland and Rita Marie Conturier Outland; and his brothers, John Outland and Rene Outland. He is survived by: his children, Paul T. "Tommie" Outland, Jr. (Wendy) of Commercial Point, OH, Brian Outland of Portsmouth, VA, Rita S. Peffer of Elizabeth City, NC, April Hedgepeth of Portsmouth, VA and Amanda Fortin (Fausto) of Portsmouth, VA; and his close friend Larry Huggins of Lumberton, NC.. He is also survived by 7 grandchildren.
