He is survived by: his wife Brenda Hinson Foulks; his son Stephen Foulks (Kristi) of Oak Ridge; his grandsons, Trey and Josh Foulks; his brother Arthur Foulks (Cathy) of Madison; and his niece Catherine Garrison.
