He was predeceased by: his parents, Tom Neighbors and Lillian Neighbors of Washington; his daughter Erica Miller; his granddaughter Brielle Davis; and his siblings, Marie of Washington, Sylvester of Washington, Matthew of Washington, Alvin of Washington, Roy Thombs and Gene of Washington.
He is survived by: his wife Kathy of Washington; his children, Jenna Sarver (David), LaVeda Brown Ferguson (Tia), Tara of Washington, Dianne Black (George), Michelle of Washington, Chastity of Washington, Harvey, Jr. (Cheryl) of Washington, Christy Edgerton (Robert), Shannon Benton (Buster), Tridessa Forney, Brittney Hutchinson, Angie Burgess (Tim) and Maleigha Davis; and his siblings, Calvin of Washington, Thomas of Washington and Savannah Neighbors. He is also survived by nieces and nephews.
