He was predeceased by: his parents, Manuel Garcia and Emelia Apa Garcia; his son Richard Garcia Jr.; and his siblings, Joseph Garcia and Emilia Garcia.

He is survived by: his wife Shirley Ann Lyon Garcia; and his daughter Carolina A. Garcia.
