He was predeceased by: his parents, Belton Bullard and Arceola Tyler Bullard; his wife Marie Bullard; his son Robert Mitchell Bullard; and his brothers, Belton Jr. and Clayton Bullard.
He is survived by: his children, Tabitha Bullard, Rosie Jane Bullard of Shannon, Jason Bullard, Charles Jr. Bullard of Red Springs and Wanda Lane Bullard of Arizona; and his siblings, James E. Bullard, Jerry Bullard, Don Bullard of Maxton, Mickey Bullard of Raeford, Gearlene Locklear of Red Springs, Delois Locklear of Maxton and Lorie Ann McLaughlin of Maxton. He is also survived by several grandchildren and great-grandchildren.
