He was predeceased by: his parents, Horace Powell and Cordelia Powell. He is survived by: his children, Horace Steven Powell, Richard Clinton Powell, Philip Powell and Holli Michelle Powell Ozmun; his grandchildren, Justin Powell, Sabrina Powell and Callie Powell; and his sister Helena Powell.
