He was predeceased by: his parents, Velt Edward Higgins and Josephine Higgins Handy; and his brother Steve Higgins. He is survived by: his wife Donna Elledge Higgins of North Wilkesboro; his children, Tina (Michael White), Tonya Higgins and Shad Higgins; and his siblings, Judy (Jerry Spry), Freida (Roger Hepler), Randy (Susan Higgins) and Phillip (Renee Higgins). He is also survived by many loving grandchildren, nieces, nephews, and extended family.
