He was predeceased by: his parents, Arthur Edward Carter and Lillian Margaret Vawter Carter; his siblings, Gladys Noah and Arthur Edward Carter, Jr.; his stepson Roger Martin; and his stepgrandson Wesley Martin.
He is survived by: his wife Barbara Ann Carter; his son James Carter, Jr.; his grandchildren, Carly Carter and Micah Carter; his stepson Virgil Martin; his stepgrandchildren, Angel Martin, Brite Martin and Zane Martin; and his siblings, Wanda Grindstaff, Marie Robertson and Ronald Carter.
