He was predeceased by : his parents, Thomas Albert and Hazel Cloyes Starnes; his wife Mary Jo Bumgarner Starnes; and his siblings, Bert Starnes, Jr., Hugh, John Starnes and Ruth Starnes Moore.

He is survived by : his children, Sandra Maria Hulesman (Steven) of Kathleen, Georgia and David Russell Starnes of Daytona Beach, Florida; his grandchildren, Samantha Starnes, Kendall Huelsman, Taylor Tucker, Spencer Starnes, Zach Huelsman and Michael Starnes; and his great grandchild Stella Ann Massie.
