He was predeceased by: his parents, Ernest Clarence Payne and Lassie Payne (King); his siblings, Charles, Carroll Payne and Helen Odell; his daughter-in-law Teresa Payne; and the mother of his children Barbara Payne Hulin.
He is survived by: his significant other Eva Mae Phipps; his children, Tim Payne (Sherrie), Jim Payne, Deborah Hayes-Hammonds (David), Sherry Baker (Kenny) and Angela Hatten; his stepchildren, Lisa Browder (Michael), Angela Hart (Joey) and Joey Phipps (Jeronima); and his brothers, Harold Payne (Edith) and Jack Payne (Patricia). He is also survived by twenty grandchildren; eighteen great grandchildren, and four great-great grandchildren.
