He was loved and cherished by many people including: his grandparents, Harvey and Sally Shaw Baker; his parents, John Baker and Bertha Smith Baker; his wife Marilyn Painter Billings; his sons, Mark and David; his grandson Blaine; his son Ron Billings; his siblings, Ray, Charles, Owen, Gwen Fling and Evelyn Heiden; his grandmother Weston; his brother Brad Baker; his children, Sandy Billings, Brittany, Devin (Jordan), Donna Billings, Tyson (Taylor), Beau (Josie), Blaine Baker, Gabby, Carly and Jackson; and his great grandchildren, Caden, Clay, Courtney, Kennedy, William, Danielle, Colton, Eleanore and Ezra.
He chaired the Keya Paha County Planning Commission for 23 years; was active in the Keya Paha County Activity Center; Keya Paha County Foundation and a 50-year member of the Springview United Methodist Church.
