He is survived by : his parents, Frederick Billings and Irene Low (Beard); his wife Wilma Low of Bethlehem; his children, Laura Hosler, Shelley Luna, Jody Low, Deborah O'Hearn, Scott Young and David Young; and his brother David Low.
