He was loved and cherished by many people including: his parents, Cyrus R. G. Phelps and Edith Phelps (Williams) of Hillsboro, NH.; his wife Connie; and his children, Dee Sleeper, Steven Phelps (Linda), Debra Phelps, Chuck (Sharon) and Shane Ball (Claudette). He was also cherished by 8 grandchildren.
In lieu of flowers and gifts, the family asks that you make a donation in his name to St. George Greek Orthodox Church in Keene, the NH Retired State Troopers Association (NHRSTA), or the American Diabetes Association.
