He is survived by : his stepmother Fran; his siblings, Mark, Tracy and Elaine; his daughter Hannah; his parents, Michael Mills and Betty Mills; his wife Sandra Eve Giamanco; and his children, Bethany Rose and Samuel Allen.

“I worked with Rodney during my time in the USDA. He trained me and I viewed him as a mentor. I always enjoyed talking and working with him - he was so kind, funny, and smart. When we worked together we'd wind up having great conversation and had a lot in common, especially music. His modest and approachable way of being always made me comfortable and at ease, in an environment that is not always welcoming. Thank you Rodney, for being a beacon of kindness and a wonderful person. You are missed”

“Sandra and family, We have such great memories of Rodney. Before kids, Rodney, Sandra, Donovan and I took a road trip from San Diego up to Northern California at Christmastime. I think we rented a car? I'll never forget the time when we pulled our car into sand on the California beach and got stuck! The more we tried to drive out of it, the more we spun our wheels and got stuck. Finally, we somehow dug our way out of it and drove off. We spent the holidays in a timeshare. He was so fun!”
