He is survived by: his wife Marlene Marie Pennacchio; his sons, John Gary Baxter (Lisa Hall), Robert James Baxter (Kimberly) and Steven Craig Baxter; his grandchildren, Heather, Michelle, Scott, David, John and Katy; and his sisters, Shirley O'Dell and Rose Lobb. He is also survived by several nieces and nephews.
