He was predeceased by: his wife Ruth Donovan (Czirr); and his siblings, Rosemary English, Thomas E. Donovan, Alfred E. Donovan and Robert J. Donovan.

He is survived by: his children, Anne L. Coniski (Donald) of Oswego, Joseph F. Donovan, II of Lexington Park, Maryland and Michael T. Donovan (Kellie) of Oswego; and his grandchildren, Matthew Donovan, Nick Shepard, Jack Donovan and Audrey Donovan.
