He was predeceased by: his parents, Albert L. Phelps and Sarah E. Wilkinson (Adele); his sister Caroline; his brother-in-law Bob McDaniels; his brother Leslie; and his siblings-in-law, Elizabeth, Frank Lockhart and William David Spainhower.
He is survived by: his sister Anita Lockhart Spainhower; and his children, Yvonne E Phelps (Roy), Albert H Phelps Redfield and Arlene L Alton Oswego.
