He was predeceased by: his parents, Thomas Carter and Ruth Hammond Carter; his wife Elaine Lynch Carter; and his siblings, Richard, Gerald, James, Linda Dahlman and Nancy Austro.
He is survived by: his daughters, Donna Mills (Richard) and Deanna Meyer (John); and his grandchildren, Adam Meyer and Elaina Meyer.
