He was predeceased by: his parents, James E. Carter and Mildred L. Carter (Jackson); and his daughter Charina Terrell. He is survived by: his wife Carolyn Y. Carter; his children, Vanessa Turner (Marvin Sr.), Xavier L. Robinson, Sr., Michael Anderson, Jordan Carter (Evan) and Terrell Carter (Tessa Workman); and his siblings, Janice L. Dabney, Janet L. Carter, James E. Carter (Ruthie), William C. Carter (Anita) and Timothy A. Carter. He is also survived by seventeen grandchildren, and a host of aunts, nieces, nephews other relatives and friends.
