He was predeceased by: his parents, Lewis W. Payne and Pearl Lantz Payne; his daughter Jan Harris; and his brothers, Howard Arnold "Red" Payne and Robert Lee Payne.
He is survived by: his children, Cathy Moore (Calvin) of Hartville and John Kevin Payne of Columbus; his siblings, Lelia Mae Hillyard of Barboursville, WV and Harry R. "Buddy" Payne (Shirley) of Belington, WV; his son-in-law Tom Harris of Powell, Ohio.; and his grandchildren, Cara, Christa, Craig Moore, Susanna, Sheila, Shelliegh and Matthew Harris.
