He was predeceased by: his parents, Howard E. Neff and Anne T. Neff (Brinkman); his wife Josephine Rohrbacher; his son Bruce Neff; his sister Mary Lou Neff Dulany; and his stepmother Elizabeth Neff.

He is survived by: his sons, Paul Edman Neff and Steven Eric Neff; and his grandchildren, Mariah Neff, Morgan Ward (Trenton) and Mackenzie Neff.

Memorial contributions may be made to St. Matthew Lutheran Church.
