He was predeceased by : his parents, Franklin D. Kilgore Sr. and Shirley G. Kilgore (Nofsinger) of Brewster. He is survived by : his wife Victoria R. Kilgore (Clayton) of Navarre; his children, Mandy J. Webb of Wooster and Michael "Ray" Webb (Jessica) of Navarre; and his siblings, Jill Collins (Dave) of Navarre, Jeff Kilgore (Karen) of Massillon and Jack Kilgore (Gloria) of Navarre. He is also survived by six grandchildren.

In Lieu of flowers, a memorial donation may be made in Frank's name to St. Jude Children's Research Hospital.
