He was predeceased by: his parents, Charles E. Sr. Proctor and Virginia Proctor (Clark); his wife Margaret (Newman); his son Eric N. Proctor; and his grandchildren, Brooklyn, Nathaniel and Eric.
He is survived by: his children, Chuck Proctor, Elizabeth Wilkenson (Brett), Jacqueline Proctor, Michelle Proctor, Julis Howard (Kevin), Jason Proctor (Kris) and Jeremiah Proctor (Jessie); and his siblings, Jule Hamilton and Judy Gatson. He is also survived by 29 grandchildren, many great grandchildren.
