He was predeceased by: his parents, Ray Milligan and Lavina Milligan. He is survived by: his wife Wanda Milligan; his children, Gregory Milligan of Independence and Brittney Milligan; and his siblings, Harold Milligan (Margaret) of Clay Center, Norman Milligan (Gwen) of Clay Center and Mary Fowles of Clay Center. He is also survived by many nieces and nephews and many other relatives and friends.
The family suggest memorial donations be made to the Pleasant View Baptist Church in Pryor, Oklahoma.
