He is survived by: his wife Belinda Carter; his son Mark Carter (Amanda) of Woodward; his daughter-in-law Andrea Roberts of Sharon; his grandchildren, Alex Carter, Peyton Carter, Trustin Carter, Kash Carter and Kayd Carter; his sisters, Fran Brown of Gurdon, Wanda Hightower (Mike) of Holdenville and Christine Attaway (Terry) of Marlow; his sons, Allen Carter and Michael Carter; and his siblings, Louise Hassenplug and Bob Carter. He is also survived by several nieces, nephews, other relatives and friends. Bill was preceded in death by his parents.
